HOW IT WORKS
Simply open up the camera app on your phone and make sure the flash is enabled (and set to 100%). Take a picture of the design on the shirt and you will see the hidden text on the photo (but not on the shirt)!

The text only appears in photos taken with a flash; it will not glow in the dark or be activated in any other way.
